Is it possible that very large seed were thought to be bulbs, i.e. "plants" rather than "seed" and treated differently? I forget Canadian regulations so don't know if this might matter. Here Nerine bowdenii are loaded with large juicy red brown seed at present. To the uninitiated they are difficult to see as seed, though this should not be true of import regulators; I hope!

Has anyone heard if there are new import laws to bring seed
into Canada,
specifically clivia seed? I had a parcel destroyed from
South Africa, and
the paperwork stated that there was no phytosanitary
certificate or import
permit. This is a first. Trying to get through
to anyone is like pulling
teeth.
