Veltheimia inflorescence producing leaves

greetings,

both my V. capensis and bracteata have produced
inflorescences in the fall, whcih have not fully
developed or opened yet. now, the capensis is growing
leaves at the top of the inflorescence. what does
this mean? will it produce a new bulb there? how
about the flowers? will i see any? is it normal to
take this long to develop?
