Hello Bud,
The proposed rule docket to allow the entry of small lots of seed
without a
phytosanitary certificate under special permit conditions is making
its way through the clearance process. Currently it is in OMB
awaiting their review and release. I'm hoping that it will be
published before the end of April.

I haven't been keeping up with this issue. Can you tell me where you
are in the rule making process regarding allowing plant materials in
without a phyto?
