I find dormant in Rainlilies is a relative thing. Several on mine go dormant, ie no leaves, but burst forth into flower the moment it rains enough, AND it is the right time for them to flower. With right time I meanfor example Z. drummondii is one of the first to flower, but once they have thrown a couple of flushes, that is that for the rest of the summer.
