If they are damp Ina, I believe that you will be best to keep them cold in the fridge and hope they do not germinate for a few months. If they do, you will have to make them believe that it is Winter or Spring all Summer. Hold one up to a light to see what is happening in the seed. I would get them into pots before removing them for a warm period as your Summer cools down, before chilling again, if they have not germinated. The primary roots on tulip seeds are especially fragile. I would not choose to germinate them on soft paper! - try sand?...
