Since Latin does not have some of the letters and letter combinations used in some proper names, it is impossible to pronounce them as if they were classical Latin (unless we invent many very artificial conventions for each nationality that has contributed a word to a Latin name). A rule cannot oblige us to do the impossible, so I think we can discard the idea of pronouncing Latin names according to classical rules.
