I'm wondering if
that wouldn't make it difficult to read for the visually impaired.
Computer programs for the blind and visually impaired have excellent control of the output. For those not using special programs, even 14 point fonts will be inadequate. The idea is to make the page accessible, text boxes on images is one way to help.
