It depends on the genus. There are several registers for bulbs. One of the main ones is called the International Cultivar Registration Authority, managed by the International Society for Horticultural Science (ISHS). You can read about it here: http://en.wikipedia.org/wiki/… Unfortunately, for some reason the link to the Authority is currently unavailable. It's usually found here: http://www.ishs.org/sci/icra.htm. In addition, many developers apply for a patent for their named cultivars. You can search for them here: http://www.patentgenius.com/. You can also search for genus-specific databases by searching [genus name] registration authority (e.g., Babiana Registration Authority), Not all bulbs have a designated registration authority. In many cases, there are no controls at all in some genera re naming cultivars. I look forward to hearing what others have found out over the years!
