Tim, I for one think you are right on. This is not a commercial operation.
The seeds, bulbs etc. are sent in good faith by members who are willing to
share what they have. They are not making a penny on it -- in fact they may
have paid a pretty penny to ship their donations to the BX. And often the
donations include items that are scarce or nonexistent elsewhere.

I don't think the exchange is "broke", so lets not try to fix it.
