The US government just posted a new list of plants proposed for import restrictions, either because they are viewed as potential weeds, or because they may be hosts of diseases or pest insects. I don't see much that affects bulb growers, but here are the details if you want to see for yourself: Below are the new species viewed as potential weeds. Imports of plants and seeds will be banned unless you get a special permit to bring them in: Acaena novae-zelandiae (Rosaceae) Adonis microcarpa (Ranunculaceae) Bidens subalternans (Asteraceae) Bruguiera gymnorhiza (Rhizophoraceae) Carrichtera annua (Brassicaceae) Crassula helmsii (Crassulaceae) Crataegus x sinaica (Rosaceae) Derris trifoliata (Fabaceae) Elatine ambigua (Elatinaceae) Erica arborea (Ericaceae) (I am surprised by this one because it appears to be pretty broadly available in the US) Euclea divinorum (Ebenaceae) Fraxinus floribunda (Oleaceae) Fumaria schleicheri (Papaveraceae) Hakea gibbosa (Proteaceae) Ipomoea pes-tigridis (Convolvulaceae) Knautia integrifolia (Caprifoliaceae) Ligustrum robustum (Oleaceae) Lonicera acuminata (Caprifoliaceae) Lumnitzera racemosa (Combretaceae) Luziola subintegra (Poaceae) Miscanthus nepalensis (Poaceae) Philydrum lanuginosum (Philydraceae) Senecio glastifolius (Asteraceae) Stratiotes aloides (Hydrocharitaceae) Toxicodendron succedaneum (Anacardiaceae) Vachellia karroo (Fabaceae) In general, these are supposed to be plants that aren't grown much or at all in the US, and that have been shown to be weeds elsewhere. There's a much longer list of live plants that will be banned from import. You can still bring in seeds of them, but not living plants (even with a phyto), because they're viewed as potential disease or insect hosts. This list is at the genus level, so it's much broader than the seed restrictions. I don't see anything that looks like a bulb on the list, but there are some pretty big categories, including all Bamboo species, Ribes, Datura, Jasmine, Convolvulus, Antirrhinum, and many others. In the past, the authorities have been fairly responsive to public comments. For example, they removed an Alstroemeria species from the list after we gave them documentation showing that it had been grown in the US for years. The deadline for commenting is January 20, 2020.
