Can bulbs be mailed in bubble mailers?

If it is not over 1/4" thick there is little to protect an envelope from going into the canceling machine if is letter sized.  Always make sure packages that are envelope sized are over 1/4"
and preferably evenly  flat.   The trouble with bubble packs is if the seal is not flat or if it is stapled.
