Can bulbs be mailed in bubble mailers?

The quarter inch differtiates a manually sorted letter from a  small parcel that is sorted on a totally different type of machine.  Think horizontal, less efficient conveyer, instead between two vertical pressure sensitive belts that process lower costing letters.
