I am far, far from an expert on this subject, but when a whole population of plants are exhibiting the same symptoms it is often due to environmental conditions (a shortage or surfeit of light, heat, cold, *nutrients*, drainage, moisture, etc.) rather than pathogenic. Related - a plant is always more susceptible to pathogens of all types when under stress.
