The rules give prospective importers a choice between counting seeds and weighing seeds. Thus, each pack can contain up to 50 seeds or 10 grams of seed of one taxon per packet. That should make it easier for everyone to deal with tiny seeds such as poppy, petunia and begonia seeds.
