This was posted on the lily forum. It’s not good news for free exchange of seed. It looks like the seed exchange won’t be able to send seed to Australia.

Hi all,

I suspect most readers won't be aware of this, but from the 28th of
April 2022 Australia will now require a phytosanitary certificate for
all seed imports into the country:
