Australian seed import regulations

I don't think a phytosanitary certificate can be issued for material
that originates from multiple sources, such as donations to the BX/SX.
Can someone verify (or contradict) that understanding?

I just spoke with *Export Certification Specialist:

He informs me that if all the seed and bulbs destined for Australia are
gathered in one place and destinated to one address a phytosanitary
certificate can indeed be issued.
A simple application form must be submitted; and the Export
Certification Specialist, for the state the material is shipping from,
must be contacted to schedule the inspection.
