The underlying philosophy seems to be "he who benefits, pays." Problem is that 
with plant controls, *everyone* benefits. My having to obtain phytosanitary 
certification for plants I import is just a pain in the ass for me, but 
everyone benefits from keeping new plant diseases and pests at bay. Think 
"price of food."

Or consider garbage collection. Some places you have to pay to have your 
garbage collected; after all, you are the beneficiary. But viewed more widely, 
everyone benefits from keeping our cities and countryside clean.

In the Cowichan Valley, 45 minutes north of Victoria, there is no garbage 
collection in outlying areas. It's common to find garbage and building debris 
dumped on backroads. Who benefits?
