In that case, it's necessary to smoke out the real motives and expose them for
what they are. This may require infiltration into the groups driving this.
Be sure, everyone, to write short lettrs of complaint to your congress-
critters. Snailmail, short, lucid, grammatical, polite, but don't pull your
punches. You may be surprised at the results.
Be sure to include remarks that a huge body of "stakeholders" hasn't been
consulted. Namely hobby gardeners.
