Read some of the previous messages on this topic from people who have listened to the decision makers. It is clear the movers and shakers don't want to add our plants to the list. This effort appears to be driven by the hard core who don't want people growing anything not already native to their immediate vicinity, and who regard any introduced plant as an affront to nature. I predict the final rules for establishing plants as "present" will be impossible to fulfill for any but the very largest companies (that is, most able to provide substantial campaign contributions.)
