The technique of putting seeds in toilet tanks (UK "cisterns") is to enclose the seeds in a nylon sock and lower them into the water for a few weeks. I think it was mostly recommended for germinating recalcitrant Iris seeds, particularly in the Oncocyclus section. I don't know if it's in Deno's book, which has some helpful information but is based on germinating seeds in controlled conditions that may be hard for the home gardener to duplicate. If I happen to be home when it snows, if it does, I'll try the snowmelt trick again.
