Regulatory hell EU edition

The latest update: Folks from the North American Rock Garden Society and the
Scottish Rock Garden Club have differing interpretations of the new
regulations. As far as I can tell, NARGS believes that phytos are required
for seed exchange shipments coming into Europe, whereas SRGC believes those
shipments are exempted. An authority from the Alpine Garden Society has
weighed in and said that NARGS appears to be mostly correct. But he went out
of his way to say that he has not studied the issue and is not sure.

The bottom line: *No one* in the gardening community seems to be sure what
exactly is legal and illegal at this point when it comes to importing seeds
into the EU.
