I think the bottom line is nobody knows what the hell is going on in regard to plant societies and small nurseries. It seems to be a real mess.

I just hope it doesn’t completely quash international trade of seed. Of course it may just drive it underground.

It might be that UK-based folks won't need phyto, but that's essentially
importation into a bubble. Seed will still need costly certification if
sent across a new UK/EU border. (Then again, depending on what Scotland,
Wales and Northern Ireland decide re: staying in the EU, there could be a
robust clandestine movement of seeds and plants across new borders).
