Daylily Flowers Don't Open, Worms?

Cut off all the affected flower buds and destroy them and any bugs inside
them. As a precautionary measure, you might want to spray your daylily
scapes as they develop with a systemic insecticide.
You might want to contact your local USDA Agricultural Extension Agent if
you live in the USA and report the pest. It sounds like daylily gall midge
to me.
Where do you grow your daylilies?

I have a couple of daylily plants that have buds that don't open. The
flower petals sepals swell up. There's some vile larva inside. How do I
get rid of this and keep it from spreading?
