Cut off all the affected flower buds and destroy them and any bugs inside them. As a precautionary measure, you might want to spray your daylily scapes as they develop with a systemic insecticide. You might want to contact your local USDA Agricultural Extension Agent if you live in the USA and report the pest. It sounds like daylily gall midge to me. Where do you grow your daylilies?
