I don't know if it will inhibit racoons but I use a very light brushed on
application of Paraffin around the edge of precious bulb and seed pots to
deter mice, inquisitive cats and similar vandals. This supplemented with
a light covering of chopped Gorse or berberis usually does the trick here
in the UK , Alan kennedy
