I suggest 3 days prior to a BX offering which let’s say is always on a
Friday...we announce to members that this Friday at  6:00 PM PDT there will
be a BX or SX offering...

This would give people an ides of when and what was offered it would also
allow of time sensitive bulbs to be distributed quickly. The other
component that I believe would even the playing field is a limit annually
to the number of times you can receive products.  I would limit it to 5.
This allows for anyone who is here solely for BX or SX to get more than
their monies worth.
More importantly it’s allows for International members to not have to get
up at odd hours to participate.  If you can only participate 5 times and we
have even 20 exchanges a year..people will participate when it’s something
they are really interested in obtaining...

It also allows for someone who missed something to ask the group if anyone
else cultivated a particular plant...I see that as a good thing.

No. I would offer them one more added opportunity to participate in the
BX/SX. So they would now have 6 opportunities to participate.  The most
anyone could accumulate for any reason is 10 opportunities...,

Priority in ordering is a negative for others in the group. I see more
positive ways to reward those that both give and receive. In addition
priority ordering  allows for subjectivity of the order filler to come into
play...I believe this is not a responsibility we should burden one with or
want one to have...in the spirit of fairness to all.

My goal is to encourage participation from as many people as possible,
 nurturing a stronger group and growth in membership.
