Imid works great on mealies, brown scale, and especially root mealies, the
bane of my existence. And the fact that it acts as a deterrent for
survivors makes it even more desirable. I can't recall ever using it on any
pteridophytes, if that's what you're referring to as "non-flowering", so I
can't speak of safety there, but if you just mean flowering plants that
aren't currently in bloom or bud, I've used it on many monocots (from bulbs
to succulents), cacti, euphorbs, ascleps, stonecrops and others and had no
issues with toxicity until around a 2x dose. Even then, there were no
losses, just some sad-looking plants for a few months. It's a great thing
to have on hand if pollinators aren't getting access to treated plants.
