I've been on a similar search. After speaking with a few people, these two
chemicals are coming into use and will probably replace the neonics. I
have not used them - $$$. They are less toxic to bees, but quite toxic to
chewing insects including butterfly larvae. They appear to have a longer
halflife and others and do not break down quickly in some circumstances.
Both links are from the Xerces Society. If anyone has used these, please
let us all know.

chlorantraniliprole

I've mentioned the systemic action of Neem in the past and if reasonable,
you may consider it.
