This floating styrofoam method is state of the art for tobacco seedlings.
They have a swimming pool a few inches deep enclosed in a plastic hoop house
and float foam plastic plug trays on it to get a plant large enough to plant
when the weather warms.

suspending your pot above water in Styrofoam pontoons
