I suspect this is a roundtoit problem. There are lots of giant clumps of A. belladonna that the owner just hasn't gotten to cleaning up, or for naturalized or near naturalized clumps, noone is taking care of them, especially if they are inaccessible. If a property owner is not creating/maintaining defensible space in general, Naked Lady leaves are not even on the radar. There are some steep hillsides in SF that have dozens of clumps of Naked Ladies...clumps 1-2 feet across...and during the summer you can spot them by the pale dry leaves, I've considered "collecting" some, but I'd need climbing gear to get to them.
