Storage life for such preparations is going to be quite short normally. I wonder if freezing unused tea (possibly in an ice-cube tray to make future dosing easy by melting a cube at a time, as needed) might stabilize the mixture? Chamomile tea is also a good spray for powdery mildew on plant leaves.
Otherwise, I've used dilute liquid seaweed for decades as a sprouting stimulant which also fights fungal infection. That has never let me down, if the seeds are viable to begin with.
