I'm using a borrowed Apple computer. Clicking the link doesn't work - the computer truncates it before the first of the two terminal exclamation marks. When I used the mouse to copy the entire link to clipboard, and pasted it into the URL box, it worked fine.
Thanks for an informative link. It gives an understanding of why APHIS does what it does.
