importing bulbs

If you order from a source that ships from Holland, yes. If you order from a really big "Dutch" company that maintains its own distribution facility in the US, then no, because they have already gone through the importation process and they are fulfilling orders from a warehouse in NJ or somewhere like that. Which you are dealing with should be clear from the address you are sending your order to (as well as the estimated shipping costs!)
