I don't recall ever seeing a post about Canadians participating in the Bulb
Exchanges and have assumed that this is not possible.
Can someone please confirm whether this is the case, or what the protocols
are?

Robin Hansen suggested that I could "give the proper wording" in regard
to moving bulbs from the USA to Canada. I can only make the same
suggestion that Robin has, which is that bulbs can be sent to a US
mailbox kept by a Canadian resident, and that boxholder can then import
the bulbs physically across the border if he or she wishes. If noticed,
the bulbs would be subject to agricultural inspection, but I do not know
whether the customs agent would ask for a phytosanitary certificate --
which would not be available. That is, taking the bulbs into Canada
would be the decision and responsibility of the individual, not of PBS.
That is the only "proper wording" I feel comfortable in providing on a
public platform. As our friends in BC may know, Lynden is a pleasant
little town with, no doubt, postal facilities.
At least one of our US members who has a retail bulb nursery ships to
Canada, but his bulbs are grown in an inspected nursery and he has the
requisite documentation. Perhaps we should add informatoin like this to
the "Sources" page on the PBS website.

Seed Exchange 480 is now open for orders until 5pm PDT, May 31, 2022. Each paid up member may receive a maximum of 15 packets from the list below. Non-members may not order seed. Members in arrears for SX/BX may not order seed. I check. Limiting the number of seed packets ordered will allow faster processing of orders and fairer distribution of highly desirable seed. I will also be randomizing the orders for filling. Any order submitted by the deadline has an equal chance of being filled first. All orders should be submitted to seedyjan1@gmail.com <mailto:seedyjan1@gmail.com> with ?SX 480? in the subject line.
Most of the seed packets are now labeled alphabetically with name, item number and SX number. Labeling is still a work in progress; labels were accidentally not generated for item #3. Donor information is also available from the list. The list now includes the number of packets available and if seed is available to make additional packets. The list is available as an attached PDF. Your name, address, and email should be listed first on your order. Give your address just like you would on an envelope. Don?t string it across a line; I can?t tell what goes on what line. This is particularly important for foreign addresses.
