damp stratification

 Possibly off-topic, but I have occasionally done stratification by putting seeds in damp pro-mix in a zip-lock bag and putting in the bottom of the fridge.  It can also be done using disposable tupperware, but it is a bit harder to make sure they don't dry out over long storage.  In either case, get the mix really moist and microwave for a few minutes.  I have found this to kill pathogens, not to mention fungus gnat eggs.  You might try this alone or in combination with your fungicide.
If you're doing stratification in the open ground, then that's a different problem.  In any case, good luck beating the cooties into submission.
