I believe Steve and Bob are correct. A phyto is required to import plants into the USA; and a valid import permit must accompany the shipment; and the package must have the special USDA green and yellow label to get it to a USDA inspection station for their scrutiny before they send it on to you. I know a person who had a shipment of bulbs from overseas sent to his address without his knowledge or consent. The shipment was intercepted by customs and he was visited by a USDA law enforcement officer at his house. He related that he had a very long conversation with the plant policeman in his kitchen who threatened him with a $10,000 fine and I believe the revocation of his import permit. He was let off with a warning, but I believe that it's not worth the risk. If they discover your plant import when it gets to the USA and they have the resources and will to do so, they could easily determine if you have a USDA permit. It's a worst case scenario, but I wouldn't take that chance. Or maybe they think at that point they already have your money, so it's your risk and they don't care. I see lots of plants on eBay I'd buy at that price, but nearly every international vendor I've actually contacted to see if they'd comply with the US import process has replied that they don't bother with all that, they just package up the plants and mail them and "don't worry, they'll get there".
