Komoriya Nursery on eBay?

Just to be sure that what I believe was Bob Lauf's point isn't obscured 
by the talk of phytosanitary certificates, and at the risk of belaboring 
it -

My understanding, and I'd be happy to be corrected, is that a phyto is 
necessary to import live plants into the US by mail, but it's not 
sufficient. You and the vendor must also go through the rest of the 
process that Bob described, or take the risk that customs will choose to 
open that package and destroy the plants, even if there's a phyto in the 
box.

That said, I know there are many plant vendors, probably thousands, on 
eBay and elsewhere who routinely mail plants into the US without doing 
any of that, and apparently get away with it enough to continue doing 
it. Or maybe they think at that point they already have your money, so 
it's your risk and they don't care. I see lots of plants on eBay I'd buy 
at that price, but nearly every international vendor I've actually 
contacted to see if they'd comply with the US import process has replied 
that they don't bother with all that, they just package up the plants 
and mail them and "don't worry, they'll get there". The ones that will 
usually say so on their site.
