Mandated “independent” testing of compost - Re: pbs Digest, Vol 82, Issue 11

I used (and still use) city compost that has been heated and tested, but I became suspicious of the quality. When I enquired, I found out that the mandatory  “independent” testing was paid for by the same department that produces the compost or contracts out this job. This seems a conflict of interest to me. I attended a  meeting of the municipal body and suggested that an arrangement be made with the local university (University of California in Berkeley) to test the hot compost independently in exchange for free compost, but nothing came of my suggestion.
