Judy, I grow Mirabilis jalapa (California Wild Magenta), and have had this happen before. I have, as you suggest, cut back the top growth, and either replanted it (and watered frequently until it appears to be regrowing), or kept it in water until it shows some roots. It usually works just fine. You can also usually easily root the top growth you cut off. I've only had issues with rerooting when the pernicious furry-tailed rats that are, sadly, abundant in the neighborhood are involved. Although, my M. jalapa roots/tubers look more like Dahlias (woody potato-ish tubers), than carrots. Good luck. Mike In the 6A Finger Lakes region where today is miserable. Low 50s and windy.
