I am in favor of pbs facilitating importing and import permits in any way
possible.

Good suggestion, Bruce. Are you volunteering to be the BX manager for
Oz, NZ, Oceania, and Antarctica?
I'm not trying to be facetious or sarcastic here. I recently got a USDA
import permit, a far less painful process than it was forty years ago when
I wanted to import orchids. My first trial was a bulb order from SA Bulbs,
and the results were fantastic. So I have been thinking about how/if we
could deputize a few members to get import permits and then offer to help
other members who maybe want one or two rare things from abroad but don't
want to get an import permit just for that.
Of course, such volunteers are setting themselves up for a lot of totally
uncompensated work! (Yes, I'm nominating Luminita for sainthood here.)
But on a case-by-case basis, I see an opportunity for some of us to help
other members avoid having to grub their way up the learning curve w/r/t
bureaucratic matters so they can concentrate on finding better ways to grow
odd bulbs.
Perhaps another idea would be for the society to prepare a short tutorial
on how to get a permit, import bulbs, etc. It's sure easier if someone
explains it to you up front! In my case, it would've been even more
painless if someone had told me a few things rather than my having to
discover them and respond in real time to generate a UPS shipping label and
email it to the inspection station in GA, for example.
If others think this activity would be useful, I encourage them to speak
up and I'll be glad to help organize something.

With the introduction of the second PBS bulb & seed exchange providing for
European members, that still leaves southern Pacific countries out in the
cold. What consideration has the executive given for their reinclusion?
