The UPU is old; it’s been around forever. (Just read that it is the second oldest international organization.) Literally *everyone* belongs to it (or is associated with a member nation that does belong—these nonmembers are typically very small or there is some political issue with their status, and there are very few of them). This organization has allowed for the smooth operation of international mail since 1874.
