The only allium I know of like that is the Egyptian walking onion. I grew these for years, and they are a top set onion with only bulbiles. The only coastal "prairie" I know of is the endangered garry oak ecosystem in BC. This coastal dryland has 2 wild alliums that I know of -- hookers onion, and the edible nodding onion (A. ceruum). Both of these have flowering umbrels. California has several wild onions, but I have not seen any of these in the wild.
