George, Yes, I used to grow Peony californica from seeds in Southern California. It was quite easy to germinate, but I lost them when I moved to Northern California. They are happy to grow in decomposed granite (dg). No water is required during hot and dry summer time. They started blooming around Christmas to January in our area.
