One problem is the security of rare plants.  It has happened here that someone has gone from garden to garden
of members of a society and stolen the best plants, and I have read that it is a problem in the U.K. as well.

Having satellite collections would help ensure that the only plants in cultivation of a rare species do not 
disappear because of theft or disease.
