Sorry to hear the USDA Bellingham Bulb Station is a shopping mall.
I looked in http://www.worldcat.org/ and found 20 USDA Circulars or other
national government publications by David Griffiths with "bulb" in the
title.
(I used their advanced search with author Griffiths, David, the date
range 1915-1945, and title containing bulb.)
Some are in libraries around the country, some are on microfiche (such
as at U. Washington). Only one had an online link but it did not get
me to an online copy.
