The small echium that Diane mentioned I have seen naturalized in
Australia and I think New Zealand, South Africa, and California. The
ones I have seen were short, but it probably depends on various
conditions like soil and rainfall. It's really hard to tell from your
photo, but I think it is very possible that Diane and John Grimshaw
are on the right track.
