All tulips are susceptible, to some extent. If you want tulips, bite the
bullet and use the fungicide Daconil as a drench and foliar spray. You
will also want to change to other planting locations, improve drainage and
eliminate moisture holding mulch. Try setting the bulbs in 7-8 inches of
sand over your soil..
