Info on relaxation of USDA import rules for seed

We are proposing to amend the nursery stock regulations to allow the
importation of small lots of seed under an import permit with specific
conditions, as an alternative to the current phytosanitary certificate
requirement.
Before you get all excited, go read the proposed regulations. The
proposed "solution" is much worse than what we have now. Paying $50 per
shipment for a phytosanitary certificate will look like a 1-pound
chocolate bar compared to the new regime.
