Hi all,

The soaking before chilling is to produce stratification -- seeds of most 
cold-climate plants require moist chilling to release the germination 
inhibition.  Dry cold often will not suffice.  Definitions of "dry" vs. 
"moist" will probably vary from species to species.  When in doubt, split 
the batch of seeds into several lots and try different methods on each lot.
