I think the old text was to only send wild collected seed that was collected within local regulations/permitting. USA: For example, my experience with Forest Service lands...outside of Wilderness, no restrictions on seed collection, inside wilderness, no collecting without a permit, which is more difficult to get than the permit to collect inside a National Park. For some rare/endangered plants, regulations may apply regardless of location and sending seed over a state line may be restricted. So, no problem to collect say Asclepias eriocarpa which is growing up through the dirt road, but not the ones in the meadow along the Church Creek Trail inside the wilderness.
