I have grown many species of Agave from seed and generally they need light to germinate so I don't cover them. Perhaps your seeds were in the dark and did not germinate. Also I have found that a broad swing in temperature between night and day is sometimes needed. You may want to ask the folks at agaveville.org who are my go to place for these kind of things. I know that bulliana is not a typical Agave, but maybe this will help.
